Much more needed to address plight of quake victims: HRCP     

Lahore, September 27: The Human Rights Commission of Pakistan (HRCP) has voiced serious expressed concern over the plight of the people affected by this week’s earthquake in Balochistan and stressed that the victims are in need of much more attention and emergency relief than had been made available to them so far.  In a statement issued on Friday, HRCP said: “As more details become available of the devastation caused by this week’s earthquake in Balochistan, and in Awaran district in particular, it is apparent that the situation is considerably worse than previously thought. The casualties are believed to be much higher than had been initially reported. Thousands of people have been rendered homeless and rescue teams are yet to reach many affected areas of Balochistan. People in many places are said to be spending their nights in the open and are yet to receive food, water or medical supplies.  HRCP calls upon the Balochistan government to spare no effort to help the victims of the disaster and the federal government to immediately support the provincial government in whatever it needs help with, both in terms of rescue and emergency relief and for longer-term rehabilitation and recovery efforts.  HRCP also wishes to express its strong dismay over Baloch insurgents’ attempts to hamper rescue and relief operations. The Commission particularly disapproves of an attack on a helicopter carrying the head of Pakistan's National Disaster Management Authority (NDMA) chief in the affected region and earnestly hopes that the insurgents would desist from exploiting the stricken population’s misery and be more considerate of their humanitarian needs at this difficult time.”

Ghulam Murtaza Jatoi, Federal Minister for Industries and Production has said that the new Auto Industries Development Policy (AIDP) will be presented to the Cabinet for approval in coming November which will set direction for the auto manufacturers in the country. He said that the long wait of the auto sector for a clear vision from the Government will soon be over and they will invest in Pakistan with renewed confidence. He was talking to a delegation of the Toyata Motors lead by Mr. K. Tanada, President Toyota Motor Corporation Asia Pacific.
The Minister said that the Government envisages a long-term and consistent policy for automobile sector which will boost the confidence of the investors and will encourage manufacturing in the country. He was of the view that no action plan can become fruitful unless all stake holders are taken on board and their reservations are taken care of. Therefore, before the finalization of AIDP ll, all the stake holders will be consulted once again and their positive proposals which would be beneficial for the industry, consumers and the Government will be incorporated in the final draft. He said that the basic aim of the Government is to provide an investment-friendly atmosphere in the country and the investment will pour-in automatically. He claimed that the policies that the current Government is introducing will make Pakistan the most suitable country of the region for foreign investment. Mr. Jatoi said that auto industry should introduce new and cheap variants in the market to cater to the needs of growing middle class. He also stressed the need to introduce vehicles which are environment-friendly and consume less fuel to cope up with the energy deficiency in the country.

Mr. K. Tanada said that the philosophy of his company is to contribute not only to the economy but also to the society of the country in which it has a manufacturing unit. Every year Toyota offers technical training courses to the Pakistani human resource in car engineering which is enhancing the professional capabilities of the work force of Pakistan. He further said that Toyota is also planning to invest in the auto vendor industry in Pakistan.

Federal Public Service Commission will hold professional / Screening Tests for General Recruitment against various posts advertised by the Commission in Consolidated Advertisement Nos. 07-08/2013 (excluding Case No. F.4-101/2013-R-Adv. No. 08/2013) w.e.f. 29.9.2013 to 30.9.2013 simultaneously at Islamabad, Karachi, Lahore, Peshawar, Quetta, D.I.Khan, Gilgit, Multan and Sukkur.

Islamabad – 25th September 2013 Vice-Chancellor, Open University Malaysia, Prof. Anuwar Ali and Chairman, Turkish higher education council,  Prof. Dr. Jennifer Cetinsaya on Wednesday visited the Allama Iqbal Open University(AIOU) and decided to open new avenues of bilateral cooperation at the level of higher education.
On their arrival at the University’s main campus, they were received by the AIOU Vice-Chancellor, Prof. Dr. Nazir Ahmed Sangi, who briefed them on the performance and the development work of the University for combating illiteracy and ensuring access to quality education at the mass level.
They were also taken around the various departments of the University to show them the existing ‘state-of-the-art’ facilities for 1.3 students across the country. The visiting educationists evinced keen interest in the university’s educational pursuits.  Both sides agreed to enhance their bilateral cooperation, taking benefit from the expertise and experiences in the higher education sector.
They lauded the AIOU’s for its outstanding work and said it was emerging as one top-level universities in the Muslim World. They said, the AIOU enjoyed rich capacity and potential meeting the students’ educational requirements, as per international standard.
While recording his comments about AIOU, Prof.  Anuwar Ali said that he was highly  impressed by the University’s high-standing after visiting the IT-based educational facilities at the AIOU’s main campus. Dr. Anuwar Ali appreciated leadership qualities of Dr. Sangi and his efforts and initiatives providing financial support to the poor and needy students.
Dr. Anuwar said his University was looking forward joining-hands with AIOU for exchange of experiences, expertise and faculty members for promotion of education, particularly at higher educational levels.
Briefing the visiting guests on the university’s performance, Dr. Sangi said that it had set up video-Conferencing system at its main campuses throughout the country for interaction between AIOU’s teachers and students.  AIOU, he said is amongst the 17-Mega Universities around the world and this University has the credit of educating people from class one to Ph.D level.
The University has recently launched students’ support schemes, including ‘educate-a-child’ scheme, open schooling system, ‘Earn to learn’ scheme that aimed at providing educational facilities to all segments of society and encouraging the poor and talented students. The University is planning to get license for TV live broadcasting. The Book-ware house of the AIOU is the largest one in Asia, he remarked.
Recording his comments about AIOU, Prof. Dr. Jennifer Cetinsayay said the university was doing outstanding work and it had set a good model of providing quality education and fighting illiteracy for the rest of the Muslim World. He paid tributes to the university’s vice chancellor and his team for introducing some rare students-friendly schemes. His country, he added, wished to learn from its experience and strengthen bilateral cooperation.

Islamabad – 24th September 2013 ”Allama Iqbal Open University (AIOU) is playing unprecedented role for promotion of women education across Pakistan and efforts its level best for uplifting living standard of women through quality education”
This was stated by the Vice-Chancellor, Aizahra University Iran during her visit to AIOU. She was accompanied by S.Susan Marandi, Director, Inter-University and International Academic Affairs, Aizahra University, Iran.
The two-member Iranian delegation was received and welcomed by the Chairperson, Department of Women and Gender Studies, AIOU, Prof. Dr. Rifat Haq.
Dr. Anisa lauded the moves and initiatives of the Vice-Chancellor, AIOU Prof. Dr. Nazir Ahmed Sangi for eliminating illiteracy by providing equal access to quality education though setting-up of model study centers and regional campuses across the country.
While briefing the Iranian delegation, Chairperson, Department of Women and Gender Studies, Prof. Dr. Riffat Haque said that AIOU under dynamic leadership of its Vice-Chancellor, AIOU Prof. Dr. Nazir Ahmed Sangi has launched various projects for eradicating illiteracy i.e. Open Schooling System, Educate a Child Scheme, Earn to Learn Scheme, ten schemes for students etc. She said that the Vice-Chancellor, Dr. Sangi has focused all his attention towards promotion of women education in the country, varied women programmes, a record number of  facilities for female students have been undertaken during the last three years, accordingly the confidence of female students raised at vast level and the ratio of female students is increasing rapidly which reached 58% of the total enrollment, he added.
Dr. Riffat further said that AIOU has also launched a plan of open schooling system to provide middle and matric level educational facilities to drop-out females students on country-wide basis and around one million female students to be provided primary level education. The open-schooling project was introduced to educate the dropout female girls and women who couldn’t continue their studies, because of financial or social constraints, she added.
Dr. Anisa appreciated the of Open-schooling system of AIOU and said that this project will increase the literacy rate and definitely will be a roadmap for promotion of women education in Pakistan. She expresses her hope for joint-venture with AIOU for promotion of Iranian’s women education and uplifting their living standards on the outline of AIOU. She also visited the Radio/TV studios of the University where Dr. Riffat Haque said that AIOU is planning to extend its existing live FM radio transmission to its campuses in all major cities across the country. She said that setting-up a high definition video broadcasting studio at the Main campus of University is also under-consideration.
Dr. Riffat Haque also briefed the Iranian delegation about the academic programmes, initiatives, achievements and planning of the Department of Gender and Women Studies for the empowerment of women.

ISLAMABAD, SEPTEMBER 11: Allama Iqbal Open University (AIOU) will extensively apply video-conferencing technology for upgrading teaching level at the higher-education level, particularly  in running the classes of MBA at study centres.
All the study centres will be gradually linked with main resource centre through video conferencing in order to ensure equal access to quality education, said the Vice Chancellor AIOU Prof. Dr. Nazir Ahmed Sangi while presiding over the meeting of University Deans and academicians. The video conferencing network has been set up set up at almost the university’s main campuses.
The meeting reviewed the up-gradation and implantation process of MBA’s academic programs. It was noted there has been upward trend in the students’ enrolment in the MBA program in the recent years. 
It was decided that a strong mechanism will be evolved to effectively address the problems and issues relating to the MBA’s programs, so that it could meet the international standard and enable the students to serve the nation in a better way.
The Vice Chancellor emphasized that the MBA education should be a source of promoting an efficient business and marketing network in the country. The AIOU, he added would make all possible endeavour to provide updated research-based education to its students on all its academic programs.
He assured that the teaching methods and research-evolution process will be further strengthened to meet the required of the students. He advised relevant departments to prepare comprehensive
The meeting was attended by Prof. Dr. Rashid A. Naeem, Dean of Social Science, Majed Rashid, Director E-Learning, Syed Hasasn Raza, chairman Department of Business Administration and Assistant Prof. Muhammad Ayub Sheikh.

Islamabad – 11th  September 2013 Allama Iqbal Open University (AIOU) has decided to spend its annual saving for providing fee concession to poor students and expending infrastructure net-work of the University.
It was decided to enhance its existing capacity and potential for providing best possible services to the students.
This was decided at the 53rd meeting of the finance committee of AIOU which met under the Chairmanship of its Vice-Chancellor, Prof. Dr. Nazir Ahmed Sangi.  
AIOU has made a substantial in its annual savings in the recent year as compared to the corresponding period, through better financial management, mainly  by controlling financial wastages, irregularities and corruption at various levels.
The finance committee approved 4.650 billion budget for the current year which shows thirty three percent increase as compared to the previous year

The committee noted with satisfaction that 96% expenditure of the University is being met through its own resources which reflects the strong financial health of the University that was achieved through a better financial strategy and the administrative management, putting strict check on its annual income and expenditure The AIOU as an educational institution in public sector has achieved a singular distinction in the country, becoming self-sufficient in meeting its annual expenditures.
The committee highly appreciated the steps taken by the Vice-Chancellor for efficiently mobilizing and utilizing the University’s financial resources.  It was noted that annual growth of the University in terms of development and students’ enrollment has been unprecedented, and in this connection the efforts of the Vice-Chancellor were highly appreciated.
There had been special focus on opening of University’s new campuses and providing of latest technology-based educational facilities to the students. Video-conferencing, setting-up digital libraries and ‘state-of-the-art’ laboratories were given special attention. It was decided that a reasonable amount that is received through admissions should be diverted to ‘Educate a Child’ scheme so that maximum number of drop-out students could be brought into the educational net. It was noted that Rs. 100 million were specially allocated in the budget to facilitate the poor students, giving them fee concession. Eight special schemes were recently launched to accommodate the needy and deserving students, They will be awarded special scholarships and concession in the annual fee.
The finance committee also approved in principle a housing scheme prepared for the residence of University’s employees. It was agreed that University will provide necessary funding for its implementation. The coordinator of the scheme, Zafar Ilyas has been asked to work-out the details of the scheme, ensuring maximum benefit to the low-paid employees. The proposed housing plan will be place before the statuary body of the University for its approval at an appropriate time.
It was also decided that the senior posts including Registrar, DRS will be upgraded through proper restructuring work and the proposals to this effect will be submitted before the next meeting of the finance committee.
The meeting was attended, among others by the Registrar, Bashir Muhammad Chaudhry, Dean, Faculty of Social Sciences, Prof. Dr. Rashid A Naeed, President ASA, Prof. Dr. Zafar Ilyas, Suleman Saleem, Treasurer and the renowned journalist Qazi Asad Abid, as an external member.

Islamabad, 9 September 2013: Through partnerships with over 8,500 employers across the world, the Association of Chartered Certified Accountants (ACCA) seeks to formally recognise and reward leading organisations that offer continual learning and development support to ACCA trainees. Following this lead, ACCA Pakistan recently awarded the USAID Power Distribution Program with platinum approved employer status.The USAID Power Distribution Programworks jointly with government-owned power distribution companies (DISCOs) in Pakistan to improve their performance througha reduction in losses, and improvement in both revenues and customer services. Through this program, the United States Government provides assistance and support to the Government of Pakistan in its efforts to reform the power sector to end the current energy shortfall.

The ACCA-approved employer program will assist the USAID Power Distribution Program in aligning workforce training and professional development, ensuring that ACCA trainees and members continue to acquire the learning needed to do their jobs to the highest standard whilst upholding the ethical standards expected from an ACCA professional.

The approved employer certificate was presented to Craig R. VanDevelde, Chief of Party, USAID Power Distribution Programby Arif Masud Mirza, head of ACCA Pakistan. “USAID Power Distribution Program is working in all nine government owned DISCOs of Pakistan. Our key emphasis is to improve governance and human resource practices. We are working together with DISCOs to introduce a performance-based system in Human Resources, besides our achievements in finance in introducing updated internal audit and accounting manuals in DISCOs,” remarked Craig VanDevelde, Chief of Party of the USAID Power Distribution on the occasion.“Through collaboration with ACCA, we aim to provide quality human resource in Finance & Audit departments of government-owned power distribution companies (DISCOs). This will ensure continuous improvement in these areas and at the same time motivate young professionals to serve these DISCOs which need them the most at this time of energy crisis. ”

Commenting on the support ACCA will extend to the USAID Power Distribution Program, Mr.Mirza stressed, “ACCA produces accounting professionals that have both technical and business acumen, who are able to meet the resource needs of both public and private sector organisations. AIOU TO NAME HIS NEW CAMPUS IN SARGODHA AFTER MM ALAM, AIRFORCE HERO OF 1965 WAR

Islamabad – 8th September 2013 Allama Iqbal Open University (AIOU) will name its new campus in Sargodha after MM Alam, veteran hero of 1965 war. The construction of the campus will be start within this financial year and would be provided complete infrastructure and academic network to the students of the region. Necessary financial allocation for the purpose has already been made.
This was stated by the Vice-Chancellor, AIOU Prof. Dr. Nazir Ahmed Sangi on the eve of Air-force day (September 7) while addressing the meeting with University’s officers held here today.
The University wishes to project their national heroes through academic pursuits, he added MM Alam is a big name in the history of Pakistan Air-force.
Dr. Sangi further said that necessary work is already in progress to find-out appropriate place for the construction of new campus in Sargodha.
